Technically all beaches in Mexico are. The Mexican government considers all beaches, even if a hotel is sitting in front of it, to be public land. With that in mind, Mexico has no statements about it beling illegal, so feel free to be Au natural. However, don't be surprised if some hotel staff don't try to get you to go elsewhere, but no your rights. One last think, do try to be respectful of young ones and their parents who may not want them seeing Au natural beach goers. The majority of Cancun locals don't do it out of social conservatism but I don't think it offends them too much if tourists go topless, however they would probably frown on full nudity. With that being said, You will see a few topless sunbathers on Cancun beaches and hotel pools but from Puerto Morelos South almost everyone goes topless including Cancun locals spending their leisure time away from the Hotel Zone. Areas around Playa del Carmen and Tulum have alot of European visitors and are quite a bit more relaxed.

I recently spoke to a couple who went to Temptations and they said that all the women, particularly the staff, walked around topless. Is that true? I feel like it's an exaggeration, but I figured someone here would know. Is there a topless section? I don't know about the staff, but I know clothing is optional there and its a resort that is very sexual. Like the games are pretty sexual. I have read on some reviews where ppl have see some having sex just out in the open at the resort, even though there are signs that say no sex.

These day passes have become quite expensive and way out of reach for many locals. In fact, allthough the beaches are public according to Mexican law, the hotels have made it their business to close the entrances to the beaches. The hotels are private property and they won't let you go through to get to the beach. As a result, the few beaches that remain accessible are often hopelessly crowded with families looking to spend a sunday afternoon enjoying themselves. Most tourists won't realise this, but for many people living in Cancun sunbathing at the beach is becoming more and more restricted. As a Mexican I'm not but let's say I am for the sake of the argument I could go to your hotel's beach and spread my towel between your hotel's beach beds.
